The Project Management Office (PMO) provides business analysis services in support of key IT projects that align with UCI’s strategic goals. PMO’s business analysis services provide guidance for ensuring the alignment of business requirements and design with project strategic objectives while utilizing industry standards and accepted business analysis practices.
The mission of the OIT Project Management Office (OIT PMO) is to establish and support a common business analysis framework for UCI’s Office of Information Technology (OIT) based on established business analysis concepts and techniques. This office serves to enhance OIT’s ability to consistently deliver successful, quality solutions and services to the UCI community.
Why is Business Analysis Important?
- Improves the success rate of projects in ensuring the alignment of business objectives with the final delivery.
- Ensures accurate understanding and implementation of business requirements and design.
- Business Analyst presence ensures thorough and consistent communication and documentation of project requirements, business rules, design, risks, and dependencies and applies across software methodologies (Waterfall vs. Agile vs. Hybrid)
OIT-PMO will provide business analysis support for IT projects by:
- Standardizing project business analysis methods and tools.
- Encouraging an environment focused on timely documentation and sign-off of business requirements in collaboration with the stakeholder team.
- Encouraging an environment where the software implementation is accompanied by full-scale testing.
- Guiding technology services staff on business analysis best practices and techniques.
- Promoting transparency and visibility of all documentation prior to, during, and post-implementation

PMO resources will be assigned based on resource availability. Resource assignment timeline depends on available capacity, competing priorities, and time to hire external resources (if there are resource constraints).
Provide complete business analysis support for the assigned project. During the initial assessment phase, this includes assisting stakeholder group to validate business objective, project scope and set key performance indicators. Complete requirements gathering, validation, gap analyses and convert business requirements into functional requirements and design during the next phase. During implementation, provide testing support as well as validate business rules. Post release, support the project team with evaluating production support issues and post deployment documentation.
Typically projects that are candidates for the OIT PMO business analysis services include:
- IT Projects/Programs that cross multiple divisions or teams within OIT where a liaison is needed to bridge the gap between the business and technical teams and ensure that requirements and design are accurately documented and conveyed.
- IT Projects/Programs that cross multiple IT groups in campus client departments and/or UCI Medical Center.
- Urgent or high-profile IT projects that are assigned to teams that are short on resources or expertise in business analysis

Core Business Analysis Services | Provide complete business analysis support for the assigned project. During the initial assessment phase, this includes assisting stakeholder group to validate business objective, project scope and set key performance indicators. Requirements gathering, validation, gap analyses are completed during the next phase, where the business needs are captured and converted into equivalent functional requirements for the development team. During implementation, the business analyst provides testing support as well as validation of business rules. Post release, the analyst supports the project team with evaluating production support issues and post deployment documentation. Lite PM Services | As an assigned BA, provide add-on lite-PM services to the project in case a PM has not been assigned or is unavailable due to resource constraints. Includes assistance in project coordination and ongoing management of PM deliverables. The deliverables listed here are in addition to business analysis deliverables. It should be noted that in such projects where the business analyst is supporting the project in both roles, the scope of deliverables is reduced and only the minimum level of PM specific deliverables is expected. |
Product Owner Services (Future) | Fulfill all responsibilities of a Product owner, as known in Agile, such as maintaining the product backlog and being a liaison between the business stakeholders and the scrum development team. |
Scrum Master Services (Future) | Serve as the scrum master for the scrum team and fulfill all related responsibilities including managing scrum ceremonies, monitoring team throughput and removing any impediments impacting the team’s progress. |
Agile Coaching Services | Serve as the Agile coach for the project team and fulfill all related responsibilities including the establishment of best practices, selection and configuration of scrum tools such as JIRA and any scrum training required. |
Data Analysis Services | Provide business analysis support focused on data analysis. |
